Former Ukrainian Defence Minister Calls for Elections Amid Ongoing War, Highlighting Democratic Challenges
Mikhail Fedorov urges safe and legal electoral process despite war, stressing democracy must not be hostage to Russian aggression.

Former Ukrainian Defence Minister Mikhail Fedorov has called for the holding of elections in Ukraine even as the war with Russia continues, advocating for a legal and secure mechanism to enable the democratic process despite the ongoing conflict.
In a video statement released on 18 August, Fedorov emphasized the importance of maintaining Ukraine’s democratic integrity and warned against allowing Russia to dictate when Ukrainians can choose their leaders. "If the war lasts another year, two, or three, does Russia get the right to decide when Ukrainians can vote again? I’m convinced it does not. Democracy cannot be held hostage by Russia," he said.
Democratic Process Under Pressure Amid Conflict
Fedorov acknowledged the complexities of organizing elections during wartime, highlighting challenges such as ensuring voting rights for military personnel, Ukrainians living abroad, and residents in frontline areas. He stressed the need to uphold independent institutions and public trust in electoral outcomes. "Complexity does not mean impossibility. Ukraine has repeatedly accomplished what the world thought impossible," he remarked.

He further criticized the practice of appointing officials based on personal loyalty rather than professionalism or ability to effect positive change, describing it as particularly dangerous for Ukraine's governance.
Mikhail Fedorov stepped down as Defence Minister on 15 July, citing disagreements with the Commander-in-Chief of the Armed Forces, Alexander Syrsky. His resignation sparked protests in several Ukrainian cities, with demonstrators expressing support for Fedorov, who was seen as one of the most effective defence ministers in recent years. Protesters linked him to key reforms and modernisation efforts within the Ukrainian Armed Forces.
Implications for UK and European Interests
Fedorov’s call for elections amidst conflict has significant implications for the UK and European markets. Stability in Ukraine is critical for regional security and confidence in the sterling and euro, especially given the political risks that ongoing conflict poses to investor sentiment.
London’s financial markets have been closely monitoring developments in Ukraine, with concerns that prolonged instability could impact trade routes, energy supplies, and investment flows across Europe. A clear roadmap for Ukraine’s democratic processes could reassure markets and support continued Western financial and military assistance.
Moreover, the UK’s commitment to Ukraine’s sovereignty means that London-based investors remain attentive to reforms within Ukraine’s government structure. The emphasis on professional governance over loyalty-based appointments could signal strengthening institutions, which benefits business confidence and partnerships across Europe.
