Ukraine Urges Ban on Russian Troops in UN Missions Amid Sexual Crimes Allegations

Ukraine has formally requested that Russian military personnel be prohibited from participating in any United Nations (UN) peacekeeping or police operations. The appeal comes in light of recent UN findings documenting sexual crimes committed by Russian forces during the ongoing conflict in Ukraine.

Diplomatic Moves and Implications for International Security

At an emergency UN Security Council session on June 8, Ukraine's Permanent Representative to the UN, Andriy Melnyk, condemned Russia's alleged involvement in sexual violence linked to the war, calling for Russian forces to be barred from UN missions. "The armed forces, newly listed by the Secretary-General for conflict-related sexual violence, cannot and must not take part in any UN operations," Melnyk declared.

He also suggested that Russia should consider withdrawing from the UN altogether if it continues to reject decisions made by the General Assembly and other UN bodies. "Perhaps it is time to say goodbye and exit the UN," Melnyk stated.

Melnyk criticized the stance of Russia’s UN envoy, Vasily Nebenzya, who dismissed the UN’s annual report on sexual crimes by Russian troops as an effort to "discredit Russia." The report, released at the end of May, marked the first time the Russian military was placed on the UN’s blacklist due to allegations of rape and other sexual violations against prisoners of war and civilians.

The emergency meeting was convened following a large-scale Russian attack on June 2 that caused significant civilian casualties in Kyiv, Dnipro, and other regions. Ukrainian authorities reported at least 22 fatalities and over 100 injuries nationwide, many in the Kyiv area.

Reactions from London and Brussels

The accusations and Ukraine’s call to exclude Russian forces from UN peacekeeping missions have elicited cautious responses across UK and European diplomatic and financial sectors. London, which remains a major hub for global diplomacy and international organisations, is monitoring the developments closely due to their potential impact on international security frameworks and peacekeeping operations.

Financial markets in London have experienced moderate volatility as investors weigh the geopolitical risks arising from the conflict. Sterling has seen fluctuations amid concerns about prolonged instability in Eastern Europe and its knock-on effects on trade and energy supplies.

European Union officials have expressed support for Ukraine’s position, highlighting the importance of upholding human rights standards within international peacekeeping bodies. There is growing pressure within Brussels to review the presence and mandate of Russian personnel in multinational security operations.
